Section 44A. The fee for a certified copy of a birth, marriage or death record issued by the office of the commissioner of public health shall be determined annually by the commissioner of administration under the provision of section three B of chapter seven; except that any person whom the commissioner or registrar of vital records and statistics considers to be entitled to exemption from said fees shall receive such copies at reduced fee or no fee as the commissioner or registrar shall determine.
