(a)There shall be within the department such divisions as the director may establish for its efficient operation. Each such division shall be under the charge of an associate director who shall be appointed by the director and who shall be subject to the direction, control and supervision of the director. Each associate director shall be a person of skill and experience in the field of his appointment and shall be appointed and may be removed by the director. The position of associate director shall not be subject to the provisions of section 9A of chapter 30 or chapter 31.
