(a)Any corporation, with respect to any business facility which it owns or operates may file with the office of business development an application for a certificate that such facility is an eligible business facility. Such application shall be in such form and shall contain such information, exhibits and supporting data as the office may prescribe. If the office finds that a business facility described in an application for a certificate of eligibility meets the requirements established in regulation, it shall issue such certificate; provided, however, that no such certificate shall be issued for a facility which is located in a commercial center revitalization district unless the
