Section 18. As used in this section, the following words shall, unless the context otherwise requires, have the following meanings:—''Advisory committee'', the advisory committee on fees and program improvements appointed by the commissioner pursuant to this section.''Commissioner'', the commissioner of the department of environmental protection.''Department'', the department of environmental protection.''Permit'', any permit, license, certificate, formal determination, registration, plan approval, variance, or other approval issued by or required by the department or any of its divisions, pursuant to any statute or regulation. ''Permit'' shall not include approvals issued by the department solely pursuant to regulations governing the assessment, containment, or removal of oil or hazardous
