Section 34C. No person shall manage, operate or maintain a facility used for the treatment, neutralization or stabilization of wastewater from homes, public buildings, or commercial or industrial sources or any combination thereof, unless the individual in charge of the facility is in possession of a currently valid certificate of competency issued by the board pursuant to section thirty-four B. Any person who violates any provision of this section or any valid regulation, order or permit issued by the board; or who knowingly makes any false representation in any application required under the provision of said section thirty-four B shall be punished by a fine of not more than twenty-five hundred dollars per day of such violation or by imprisonment for not more than one year, or both, or s
