Section 111H. The commissioner of insurance shall adopt reasonable rules and regulations on or before July first, nineteen hundred and ninety-four designed to achieve the goal of sections one hundred and eighty-nine A to one hundred and ninety-nine B, inclusive, of chapter one hundred and eleven, of encouraging preventative lead abatement activities by residential property owners.Such rules and regulations shall be designed to ensure the availability of liability insurance for owners of residential property who bring their premises into compliance with the provisions of said sections one hundred and eighty-nine A to one hundred and ninety-nine B, inclusive, of chapter one hundred and eleven. Such regulations shall provide that:—
