Section 158. A railroad corporation, in moving traffic between points in the commonwealth, until otherwise ordered by the department, shall not use any car, except flat cars equipped with automatic couplers, which is not provided with secure grab irons or hand holds on the ends and sides for greater security to men in coupling and uncoupling cars.
