Section 15G. The governor shall annually issue a proclamation setting apart the thirty-first day of October as Youth Honor Day and recommending that it be observed by the people with appropriate exercises and activities in the schools and elsewhere in recognition of the honorable and outstanding achievements of youthful citizens, and as a reminder to these young citizens that they prepare for their responsibilities and obligations as the future leaders of the state and the nation.
