Section 16. There shall be a general scholarship program administered by the council to provide financial assistance to students domiciled in the commonwealth and enrolled in and pursuing a program of higher education in an approved public or independent college, university or school of nursing or any other approved institution furnishing a program of higher education. Such aid and assistance shall consist of awarding of full or partial scholarships to worthy and qualified students in need of financial assistance.The amount of awards to qualified students shall be determined by using an indexing system which shall be included in the guidelines established by the council to govern this program.
