Section 14B. Any person who, while operating or in charge of a commercial motor vehicle, refuses, when requested by an investigator or examiner of the commercial motor vehicle division, to give his name and address and the name and address of the owner of such commercial motor vehicle, or who gives a false name or address, or who refuses or neglects to stop when signalled by said investigator or examiner who is in uniform or displays his badge conspicuously on the outside of his outer coat or garment, or fails or refuses on demand of such investigator or examiner to produce his license to operate such vehicle, or his certificate of registration, or to permit such investigator or examiner to take the license or certificate in hand for the purpose of examination, or refuses on demand of such
