Section 69B. Payments of compensation, or payments of medical or other expenses or fees by the commonwealth under this chapter shall be made only upon vouchers bearing the certification of the personnel administrator. Said personnel administrator shall make or shall cause to be made such examinations and investigations as may assist in determining whether or not the injured employee is still incapacitated and whether such payments are due under this chapter.Said personnel administrator shall obtain such information as will assist in the prevention of injuries, arising out of and in the course of employment, to public employees, in the rehabilitation of injured employees, and in their reemployment. He shall require from the workers' compensation agents, appointed under section seventy-five,
