Section 20A.

(a)Notwithstanding any other provision of this chapter, the commissioner may accept a lesser amount than that owed by the employer in full and final settlement thereof, provided that the following conditions are met:
(1)the employer has filed a petition in bankruptcy pursuant to 11 USC section 101 et seq;
(2)the commissioner finds that collectibility of the amount due is doubtful;
(3)the commissioner finds that the employer has not acted with intent to defraud;
(4)there is a written agreement signed by the employer and the commissioner or the commissioner's representative, setting forth the reasons for the settlement and all relevant information, including, but not limited to, the name and address of the employer, the settlement amount, and the amount actually paid in accorda
