Section 15B. If any employer is the holder of a license to sell alcoholic beverages and fails to pay any amount required under this chapter within ten days from the date notice to satisfy a judgment obtained pursuant to section fifteen was mailed to such employer, the commissioner or the commissioner's agent may notify the commissioner of the alcoholic beverages control commission of such failure to pay. Upon the written request of the commissioner or commissioner's agent, and after a hearing and notice to the licensee as required under any applicable provision of law, the commissioner of the alcoholic beverages control commission shall suspend the license to sell alcoholic beverages of such licensee until written notice from the commissioner or the commissioner's agent has been received t
