Section 116. Upon the request of any inspector of the office of public safety and inspections of the division of occupational licensure or upon the request of any five employees in a factory or workshop, the office of the attorney general shall investigate and ascertain whether or not such factory or workshop is adequately lighted. If the office of the attorney general is of opinion, after such investigation, that the factory or workshop is not properly lighted, it shall notify the owner or person in charge, and shall specify what changes should be made in order to light it properly, and the owner or lessee thereof shall make the changes so specified as soon as it can be done with reasonable diligence.
