Section 186. The license commission of Lowell, the mayor of any other city, and the selectmen of any town, may grant a license to any person to establish, keep open and maintain staking rinks to be used for roller skating, carousels, inclined railways, Ferris wheels and outdoor exhibitions of fire fighting for the amusement of the public, for hire, gain or reward, upon such terms, conditions and regulations as they deem proper, subject to sections two hundred and two to two hundred and five, inclusive, and to the provisions of law relating to the observance of Sunday.
