A certified copy of the results of a vote on a question submitted to the voters of a political subdivision, in accordance with the provisions of this chapter, relative to granting a license for a horse or dog racing meeting or horse or dog races at fairs, shall be sent by the state secretary, or by the city or town clerk in the case of a vote by a city or town, to the commission, within ninety days after the election.
