Section 87.

(a)Every inmate of a correctional institution or any other penal institution in the commonwealth shall be allowed to send mail to the President or Vice President of the United States, a member of the Congress of the United States, the Attorney General of the United States, the director or any agent of the Federal Bureau of Investigation, any judge, attorney, clerk, probation officer, or parole officer the United States or of the commonwealth, the governor of the commonwealth, a member of the general court of the commonwealth, the attorney general of the commonwealth, the colonel of the state police, the commissioner or any deputy commissioner of correction, and the superintendent of the institution in which the inmate is confined.
