Section 2. The department of youth services shall have the management, government and care of the Lyman school for boys at Westborough, the industrial school for girls at Lancaster, the industrial school for boys at Shirley, and of all other institutions, except correctional institutions of the commonwealth, supported by the commonwealth for the custody, diagnosis, care and training of delinquent or wayward children or habitual truants or habitual absentees or habitual school offenders or juvenile offenders. The department of youth services shall have control of the land and buildings of said schools.
