Section 81J. The following shall be considered as minimum evidence satisfactory to the board that an applicant is qualified for registration as a professional engineer or professional land surveyor, respectively, to wit:

(1)As a professional engineer:
(a)A person holding a certificate or registration to engage in the practice of engineering, issued to him by a proper authority of a state, commonwealth, territory, or possession of the United States, the District of Columbia, or any foreign country, who, in the opinion of the board, meets the requirements of this chapter, based on verified evidence may, upon application, be registered without further examination.A person holding a certificate of qualification issued by the National Council of Engineering Examiners, whose qualifications meet
