Section 13A. The division shall, in accordance with this section, accept for referral children determined to be in need of services under section 39G of chapter 119 and referred to the division by the department of children and families, hereinafter referred to as the department, or by the juvenile court. Such referral shall be made to the director of the division.Upon receipt by the director of a request for referral he may, unless the child has been examined pursuant to section ten, designate a qualified addiction specialist to make an examination of the child to determine whether or not he is a drug dependent child who would benefit from treatment.The addiction specialist designated shall report his findings in writing to the director stating the facts upon which the findings are based
