Text
Section 69L. The commissioner shall establish rules for the control, movement and parking of vehicles on the lands within the charge of the department or the various institutions under its jurisdiction, and shall provide reasonable penalties for the violation of said rules. The commissioner may authorize the towing of vehicles parked in violation of said rules, and the owner of a vehicle which is towed shall be liable, in addition to the penalty for such violation, for the charge for removal and storage of the vehicle. Citations for violation of any rule established pursuant to this section may be issued by special state police officers appointed pursuant to section sixty of chapter twenty-two C, local and county law enforcement personnel and the state police.
