Section 142E. Any department, agency, commission, authority or political subdivision of the commonwealth having control and supervision over any building, installation or other property shall cooperate with the department of environmental protection in preventing and controlling pollution of the air insofar as the discharge of any matter from or by such building, installation or other property may cause or contribute to air pollution.All departments, agencies, commissions, authorities and political subdivisions shall be subject to rules and regulations adopted by the department pursuant to sections one hundred and forty-two A to one hundred and forty-two C, inclusive. The department may serve upon any such department, agency, commission, authority or political subdivision an order to cease
