§ 51:1784 — Criteria

A. The department shall establish criteria for qualifications of enterprise zones, giving consideration to the following:

(1)Unemployment.
(2)Per capita income.
(3)Number of residents receiving public assistance. B. These criteria shall be established so that approximately forty percent of the block groups in the state qualify as enterprise zones. C. Except as otherwise provided in R.S. 51:1788, after July 1, 1993, the department shall utilize only the data, including but not limited to block groups and statistical data, published by the United States Bureau of the Census for the most recent federal decennial census in applying the criteria specified in this Section in order to determine which block groups shall qualify for designation as enterprise zones.
