The department may enter into agreements with the Secretary of Commerce, as provided by Title 23, United States Code 1 , relating to the control of outdoor advertising and of junkyards in areas adjacent to the Interstate and Primary systems, including the establishment and operation of information centers at safety rest areas, and may take action in the name of the State to comply with the terms of such agreement. 1 23 U.S.C.A. §101 et seq.
