§232.1. Apportionment of appropriated funds by the department; tunnel replacement priority
The Department of Transportation and Development may give priority and advance
to construction as expeditiously as possible any bridge project where a bridge replaces a
tunnel. The department may use any available source of funds to finance such projects, and
may use any available source of funds, including the secretary's emergency fund, as matching
funds to meet federal requirements in order to receive federal aid funds. Notwithstanding
any other provision of law to the contrary, the department may contract for such projects
using any contract method provided by law, including design-build or construction
management at risk.
