§1701. Definitions The following words and terms shall have the following meaning as used in this Chapter.
(1)"Commission" shall mean the Bi-State Corridor Commission.
(2)"Department" shall mean the Department of Transportation and Development.
(3)"Highway" shall mean a route, which shall run from Many, Louisiana, in Sabine Parish through Lockesbury, Arkansas, to the Oklahoma state line, as presently located and any improvement or extension thereof within the boundaries of the commission.
(4)"Project" shall mean the construction, expansion, improvement, or extension of a route which shall run from Many, Louisiana, in Sabine Parish through Lockesbury, Arkansas, to the Oklahoma state line, including the four-lane improvements or any portion thereof within the boundaries of the district;
