The legislature recognizes that some of the best farm land in the United States lies adjacent to the proposed right of way of the west and east bank segments of the proposed express toll highway between Shreveport and Alexandria and Bossier City and Alexandria. In the event that the authority should determine to construct the west or east bank segment the legislature directs the expressway authority to route said expressway segment in such manner as to avoid the rich farm land where possible within the limitations of reasonable cost and sound engineering practices; and where bisecting of such farm land is unavoidable, the expressway authority is directed, where possible within the limitations of reasonable cost and sound engineering practices, to provide access across the toll highway righ
