§2608. Purposes and intent A. The legislature hereby finds and declares that the children and families of Louisiana are the state's most precious resource. B. The legislature further finds that the state should make further strategic investments in this resource in order to:

(1)Prevent child abuse and neglect, substance abuse, mental illness, and predelinquent and delinquent behavior.

(2)Make early interventions that will effectively address family problems.

(3)Provide comprehensive strategies for effectively rehabilitating children and families at whatever stage these problems are manifested. C.
