Text

No telegraph company, official or employee of a telegraph company shall wilfully delay, or shall refuse to receive, transmit, or deliver any written message addressed to any person within one mile of their office. Whoever violates this Section shall be fined not more than two hundred dollars or imprisoned for not more than three months, or both.
