A.Whenever the Central Community School Board determines that a parcel of its property in the Central community school system, including but not limited to sixteenth section land, is no longer needed for school purposes and that the best interest of the school system would be served by the conveyance of such land in exchange for other land and consideration proportionate to the appraised value of the land being conveyed, the school board may convey such land in exchange for other land within the boundaries of the school system and other consideration in accordance with the procedures set forth in this Section. For purposes of this Section, "exchange" includes an exchange of land for other land and other consideration in accordance with Article VII, Section 14 of the Constitution of Louisi
