A.The division shall adopt rules and regulations pursuant to the
Administrative Procedure Act, R.S. 49:950 et seq., for the submission and
processing of applications for certification. As part of its procedure for
certification, the division may require applicants to provide information in
addition to that requested on the application forms. No enterprise may be
decertified as a result of any changes of application form.
B.The division may, whenever it deems necessary, conduct an
unannounced on-site investigation of an applicant's place of business. By
