§1601. Definitions; representation A. As used in this Chapter, unless the context clearly indicates otherwise, the term "police jury" means the governing authority of the various parishes. B. As used in this Part, the following words have the meaning ascribed to them in this Section, unless the context clearly indicates otherwise:

(1)"Assessed benefits" means the increased value accruing to lands and other property by reason of the improvements set out in the plan for reclamation.
(2)"Owner" means the owner of record, and it shall not include usufructuaries, lessees, mortgagees, or trustees, who shall be considered as represented by the record owner for all purposes. C. In all proceedings and matters had under the provisions of this Part, natural persons may be represented by their agent
