§3551. Coastal Port Advisory Authority; purpose; legislative findings The legislature hereby finds and declares that the development of oil and gas resources is essential to promote Louisiana's economic growth and the ability of the maritime, oil and gas industries to compete in regional, national, and global markets and to provide a high quality of life for the people of this state. The legislature declares and finds the following:

(1)The Gulf of Mexico has substantial oil and gas resources.
(2)Many of these resources are considered to be in the deep waters of the Gulf of Mexico.
(3)Major energy companies are expressing renewed interest in the deepwater oil and gas resources of the Gulf of Mexico as expressed in recent federal oil and gas lease sales and in budgeted capital expenditure
