§3151. Creation of Natchitoches Parish Port Commission There is hereby created a commission to be known as the Natchitoches Parish Port Commission, which shall be composed of five members who shall serve without compensation and who shall be appointed as follows:

(1)Two commissioners appointed by the governing authority of the city of Natchitoches.
(2)Two commissioners appointed by the police jury of the parish of Natchitoches.
(3)One commissioner shall be appointed directly by the governor of Louisiana. One of the commissioners appointed by the governing authority of the city of Natchitoches and one of the commissioners appointed by the police jury of the parish of Natchitoches shall serve for two years, the other commissioners appointed by the governing authority of the city of Natchi
