§9352. Board of commissioners; membership; meetings A. Any veterans' memorial district created under the provisions of this Chapter shall be governed by a board of commissioners composed of the members of the parish governing authority. B. The first meeting of the board of commissioners, hereinafter referred to as "board", shall be within sixty days of the date of the creation of the district. At that time, a chairman and vice chairman of the board shall be elected. Thereafter, the board of commissioners shall hold a minimum of three meetings annually. C. The board of commissioners of a veterans' memorial district thus created shall have the following authority:

(1)To represent the public interest in carrying out the purposes for which the district was created.
(2)To make, alter, amend,
