§9099.21. Law Enforcement Management District of Orleans Parish A. Creation and boundaries. In addition to the authority granted by Article VII, Section 14(C) of the Constitution of Louisiana, and R.S. 33:1324, the Law Enforcement Management District of Orleans Parish is hereby created, hereinafter referred to as the "district". The boundaries of the district shall be coterminous with the boundaries of the parish of Orleans. B. Powers and duties. The governing authority of the district shall:

(1)Facilitate development and implementation of cooperative endeavor agreements and memorandums of understanding between or among the various agencies having law enforcement jurisdiction in Orleans Parish to provide police protection.
(2)Provide greater communication and coordination between the var
