Notwithstanding any other provision of law, the governing authority for the parish of Orleans may levy a fine not to exceed ten thousand dollars for the violation of any ordinance which prohibits the dumping of trash, refuse, garbage, debris or other solid or liquid waste upon any public property or private property without the owner's permission within the boundaries of the New Orleans Regional Business Park as provided in R.S. 33:4701. However, this provision shall not apply to any activity occurring in the course of servicing scheduled pickup routes pursuant to commercial, municipal or local government contracts or en route to an authorized pickup station, transfer station, or disposal facility by persons owning or operating duly licensed commercial vehicles engaged in the collection an
