§4160.21. Establishment of system The governing authority of the city of Lafayette may establish, acquire, construct, improve, extend, and maintain within said city a drainage system or systems, including such drainage facilities as may be required, with all necessary equipment and installations in connection therewith, including such extensions as may be proper to connect the system or systems with the drainage facilities of the city or any other drainage facilities within the city. The governing authority of the city may levy and collect local or special assessments on real property to be benefitted within the city or the area served within the city sufficient in amount to defray the total cost of said work, including the cost of street intersections and installations and connections nec
