A.

(1)It shall be the duty of the council of the city of New Orleans or its successor, as the governing body of the city of New Orleans, to levy and collect a special ad valorem tax of four mills on the dollar for the benefit of the Sewage and Water Board of New Orleans. Upon voter approval, such ad valorem tax shall be collected annually for a term of twenty years. The proceeds shall be collected for the sewage, water, and drainage systems of the Sewage and Water Board of New Orleans, as adjusted in accordance with the provisions of the Constitution of Louisiana upon all the taxable property, real, personal, and mixed, in the city of New Orleans, subject to the homestead exemption, said tax to be levied over and above all other taxes now authorized to be levied by the city of New Orleans.
