A.The governing authority of the city of Shreveport, after having been petitioned by sixty percent of the property owners within an area to be served, which is outside of the municipal limits but within the parish of Caddo, or by a vote of a majority in number and amount of the resident property taxpayers of such an area qualified to vote at an election held for that purpose, is hereby vested with full power and authority in its discretion to establish, acquire, construct, improve, extend, and maintain outside of the municipal limits of Shreveport, but within the parish of Caddo, a waterworks system or systems, including such treatment facilities as may be required, with all necessary equipment and installations in connection therewith, including such extensions as may be proper to connec
