§2451. Policy A. All appointments and promotions in the service of the parish and of each of its departments, offices, and agencies shall be made on the basis of merit and fitness, which shall be determined, insofar as practicable, by competitive test, except that the following shall not be subject to the provisions of this Part regarding appointment, promotion, and dismissal:
(1)All elected officials.
(2)The parish treasurer.
(3)The parish administrator.
(4)Members of advisory boards and political subdivisions created by the police jury and their employees.
(5)Organizations and their employees and other persons who are employed by the parish on a contractual or part-time basis.
(6)The parish attorney and his legal assistants.
(7)The public works director.
