Whenever a position in the classified service is abolished or needs to be vacated because of stoppage of work from lack of funds or other cause the employee of the class involved in the organization unit affected with the lowest average service rating for the last three years of his service or for the entire period, if less than three years, shall be laid off without pay. When service ratings are not available, the employee with the lowest value to the service as ascertained and determined by the director by such means as he may deem most effective, shall be laid off. The appointing authority shall give written notice to the director of every proposed lay-off a reasonable time before the effective date thereof, and the director shall make such orders relating thereto as he considers necess
