Text

A. Except in a driver emergency and as provided in Subsection B of this Section, any person, regardless of age, issued a first driver's license from this state shall be prohibited from using a cellular telephone for any purpose while operating a motor vehicle for a period of one year commencing from the date of issuance of his first driver's license. The date of the original issuance shall be indicated on the reverse of the license. However, this prohibition shall not apply to any person who was previously licensed to drive in another jurisdiction. B. The provisions of this Section shall not apply in any of the following circumstances:

(1)A person contacting a public safety entity.
(2)A person in a parked motor vehicle.
(3)Emergency response personnel while in the performance of their d
