§18. Penalties for violation; venue A.

(1)Whoever violates a provision of this Title, or a rule, regulation, or order of the department made hereunder, shall be subject to a civil penalty of not more than five thousand dollars a day for each day of violation and for each act of violation.
(2)Whoever knowingly and willfully violates a provision of this Subtitle, or a rule, regulation, or order of the department made pursuant to this Subtitle, shall be deemed guilty of a misdemeanor and, upon conviction by a court of competent jurisdiction, shall be fined not more than five thousand dollars for each day of violation and for each act of violation, if a penalty for the violation is not otherwise provided in this Subtitle.
