§1. Department established; appointment of secretary; jurisdiction A. There is established the state Department of Conservation and Energy, hereinafter referred to in this Subtitle as the department. The department shall be directed and controlled by a secretary, who shall be appointed by the governor, with the consent of the Senate. B. All natural resources of the state not within the jurisdiction of other state departments or agencies are within the jurisdiction of the department. C. The department shall manage all natural resources within its jurisdiction through the following offices:
