§1104.1. Environmental analysis A. The applicant for a permit for a Class VI injection well shall submit an environmental analysis as part of the permit application. B. The environmental analysis required by this Section shall be used to satisfy the public trustee requirements of Article IX, Section 1 of the Constitution of Louisiana and shall address the following questions regarding the proposed permit activity:

(1)Have the potential and real adverse environmental effects of the proposed permit activity been avoided to the maximum extent possible?
(2)Does a cost-benefit analysis of the environmental impact costs versus the social and economic benefits of the proposed activities demonstrate that the latter outweighs the former?
(3)Are there alternative activities which would offer more
