§850.1. St. Bernard Parish Arts, Culture, and Entertainment District A. Creation. The St. Bernard Parish Arts, Culture, and Entertainment District, referred to in this Section as the "district", is hereby created. The district shall be a political subdivision of the state as defined in the Constitution of Louisiana. B. Purpose. The purpose of the district shall be to promote, market, and expand the arts, culture, and entertainment sectors of the parish of St. Bernard. C. Boundaries. The boundaries of the district shall encompass all of the territory of the parish of St. Bernard. D. Governance.

(1)The district shall be governed by a board of commissioners, referred to in this Section as the "board", consisting of eleven members appointed as follows:
