Any township located in a county having a population of more than fifteen thousand (15,000) and less than twenty thousand (20,000), which county has an assessed tangible valuation of more than fifty million dollars ($50,000,000), may join with a city of the third class in such county in the purchase of a fire truck and equipment therefor for use in such township and city and to provide for the building and maintenance of a garage to house the same, and to issue and sell no-fund warrants in the amount not to exceed a total of ten thousand dollars ($10,000) for the purpose of raising funds to pay the cost thereof. Such township shall levy a tax sufficient to retire said warrants and the interest thereon on the property described in K.S.A. 80-1537 within not to exceed three (3) years after th
