(a)The state board of regents is hereby authorized and empowered, for and on behalf of the university of Kansas, to sell and convey all of the rights, title and interest in the following described tract of real estate, with the improvements, easements and appurtenances thereto, which is situated in the Town of Upper Marlboro, Maryland (3rd) Election District, Prince George's County, Maryland, which was received by the university of Kansas as a bequest from the estate of Frederic B. Parkes, II, and which is more particularly described as follows: Beginning for the same at a point in the center line of the pavement of the Robert Crain Highway (Maryland Route 761) as now constructed, said point being approximately 197 feet westerly of where said center line formerly intersected the center li
