(a)There may be placed on the grounds of the state capitol a life-size version of the sculpture "Ad Astra" that has been placed atop the state capitol pursuant to K.S.A. 75-2249, and amendments thereto. The sculpture, its placement and the remainder of the "Ad Astra" plaza, including the installation of bronze plaques and donor bricks, shall be approved by the capitol preservation committee pursuant to K.S.A. 75-2269, and amendments thereto.

(b)The secretary of administration is hereby authorized to receive moneys from any grants, gifts, contributions or bequests made for the purpose of financing the creation, construction or maintenance of the sculpture and the "Ad Astra" plaza and to expend such moneys for the purpose for which received. (b) The secretary of administration is hereby authorized to receive moneys from any grants, gifts, contributions or bequests made for the purpose of financing the creation, construction or maintenance of the sculpture and the "Ad Astra" plaza and to expend such moneys for the purpose for which received. The secretary of administration shall remit all moneys so received to the state treasurer in accordance with the provisions of K.S.A. 75-4215, and amendments thereto. Upon receipt of each such remittance, the state treasurer shall deposit the entire amount in the state treasury to the credit of the ad astra sculpture fund. No public moneys shall be expended for the purpose of financing the creation, construction or maintenance of the sculpture or the "Ad Astra" plaza.
(c) There is hereby established in the state treasury the ad astra sculpture fund. Expenditures from the fund may be made for the purposes of creating, constructing and maintaining the sculpture and the "Ad Astra" plaza and for such purposes as may be specified with regard to any grant, gift, contribution or bequest. All such expenditures shall be made upon warrants of the director of accounts and reports issued pursuant to vouchers approved by the secretary of administration or the secretary's designee.
(d) On or before the 10 th day of the month following the month in which moneys are first credited to the ad astra sculpture fund interest earnings based on: (1) The average daily balance of moneys in the ad astra sculpture fund for the preceding month; and (2) the net earnings rate for the pooled money investment portfolio for the preceding month.
